Why has the government not already taken action on this issue? It is absolutely unacceptable that firstly, animals are still being used in circuses in our so-called 'modern' society and that secondly, the government is dragging its heels in doing anything about it. (or am I being naive thinking that governments in power do what the majority want ?)
